症状

get_guardrails('security-cors') 返回空；get_guardrails('frontend-ux') 返回空；search_bug 命中零散 fix_type 条目但无护栏可消费

根因

GUARDRAIL_TEMPLATES 只覆盖了 top-8 fix_type（backend-auth/project-71-config/test-flaky 等高频类），零散 fix_type 没模板。frontend-ux(6)/security-cors(7)/data-consistency(6)/project-71(5)/config(7) 合计 31 条 guardrail_rules 全空。这些 fix_type 不是高频但各自有明确的护栏模式（如 security-cors * 通配符、config 硬编码 key）。

修复方案

fill_scattered_guardrails.sql: 给 6 种零散 fix_type 各套 2 条极简模板护栏。结果: frontend-ux 6/6, security-cors 7/7, data-consistency 6/6, project-71 5/5, config 7/7 — 全补满。unknown 34 条保留（审计检查类不是代码 fix）。
